1. Why was the Healcare.gov project so important?The Healthcare.gov project was very important because of many reasons. It was linked to the Patient Protection and Affordable Act, also known as “Obamacare”. The project was an important part of President Barack Obama’s legacy with a great political impact.This project helped all individuals to select the most affordable insurance coverage which one was perfect for them. It also informed people even if they were qualified for government health care aids or not. Healthcare.gov website let people to connect with private health insurance schemes too.This project was also a prospective trade area for tiny businesses.2. Evaluate the key risk factors in this project.The key risk factors in this project were lack of plans and goals, selection of leaders with lack of administrative and technical experiences, improper design and weak project structure, scarcity of team meeting and teamwork.The selection of project leaders  without technical and organizational experiences was the weak beginning of the project.The size of the project was about for fifty to sixty thousands users but website had to handle about Two lac and fifty thousands user simultaneously which was beyond expectation. Undoubtedly the number was quite large for a new website.The executive peoples of this project were not cooperative. There were communication gap throughout the project. If the strong cooperation and strong teamwork took place, may be the result  of the project would be better.3. Classify and describe the problems encountered by this project. What management, organization, and technology factors were responsible for these problems?There were many problems this project has encountered. The description of these problems are given below:Management: There was no superviser who would supervised how the project was working and would take the important decisions. The U.S. Centers for Medicare and Medicaid Services (CMS) who organized the development effort had a huge management structure but no single unit was designated to take charge of the entire project. There were inadequate management oversight and coordination, shortage of staff and the White house’s minimal involvement didn’t change even after the McKinsey report was presented.Organization: To input all the personal information before buying a health insurance was one of the most complex process for the project. It created many unnecessary problems.The time limitation was one of the major problems.The Obama administration kept on changing the rules and strategies until the end, so the contractors had to cope up with changing demands. Some specialists skipped the important meetings and contractors for different parts of the system didn’t communicate with each other for the projects need.Technology: The main problem in  the technical side was the unfamiliarity of the database software. The assigned company named MarkLogic handaled data management differently from the conventional companies like IBM and Oracle. Even the Website was not thoroughly tested before going live. There were no backup system for a Website crash,where the vital components were never secured.
