What would Canada be without a policy-led
planning system? A policy could be guidelines, principles, laws, and directions
that governs what is to be done, who is to do it, how it should be done and
addresses specific issues. In relation to planning, it can be regarded as specific actions a community intends to take to
reach its goals or a long-term decision to be made on behalf
of a community. In Canada, a provincial
“policy-led” planning system was developed to provide directions for the
provinces interests such as land use planning and development. The Ontario’s policy led planning system includes two
major components which are the provincial plans and the provincial policy
statements that are keys to governing its land use planning system, and is frame-worked
by the planning act. The Planning Act governs the Provincial
Policy Statement, the Official Plan and the Zoning By-law. Also, each
consecutive document must be consistent with those that come before it. The provincial policy statement creates direction
for sustainable development while considering its resources and wild life,
public health and safety, and the integrity of the natural and built
environment that leads the province to an effective and efficient land use
planning system. Ontario provincial policy statement has three main sections Building
Strong Healthy Communities, Wise Use and Management of Resources and Protecting
Public Health and Safety.

Every
country should focus on strategies that encourages the development for building
strong healthy communities. This would create a range of housing and job
opportunities, and choices as well as encouraging community collaboration in
development decisions. The management of settlement areas of urban or rural,
that includes cities and towns, can vary in terms of size, density, population,
economic activity, services, infrastructure and diversity. Rural areas are very
important for the quality of life since they maybe agricultural lands, natural
heritage and resource areas. A sustainable development will preserve the
farmlands, natural beauty and critical environment areas. Public spaces,
recreational parks, trails and open spaces should be safe and meet the needs of
pedestrians, foster social interactions and facilitate active transportation,
and community connectivity. Infrastructure and public service facilities should
be efficient and cost effective to meet current and projected needs. Sewage
water and storm water services, should be provided in a manner that is
feasible, financially viable and complies with all regulatory requirements. A
key determinant of a healthy community is employment which affects the economic
wellbeing and character of the whole community. It will promote a sustainable
community since it provides jobs that will circulate cash flow within that
community.

Wise use and management of resources can be considered
as the protection and conservation of Ontario’s natural resources which is
needed for economical, environmental and social benefits. Natural features
and areas shall be protected for the long term to ensure that there are no
negative impacts on their ecological functions. The quality and quantity of
water shall be protected, improved or restored by minimizing on potential
negative impact such as cross-watershed impacts. Prime agricultural areas shall
be protected for long-term use for agriculture. Mineral mining operations and
petroleum resource operations shall be identified and protected from
development and activities that may endanger their expansion.

Protecting
Public Health and Safety is a critical factor that considers the wellbeing of
the community and people within it which reduces cost and risk to Ontario’s
residences from natural and manmade hazards. Development shall not be permitted
in areas prone to natural hazards such and erosion and flooding. Development
will not be permitted near any Human-Made Hazards such as contaminated lands or
water unless rehabilitation or other measures used to eradicate or neutralize
the contaminated site.

      Overall, Ontario’s policy led system
provides the framework that helps create strong sustainable communities and
protect the environment and resources. The Provincial Policy Statement provides
for appropriate development while protecting resources of provincial interest,
public health and safety, and the quality of the natural and built environment.
The Provincial Policy Statement supports improved land use planning and
management which contributes to a more effective and efficient land use
planning system. It recognizes and addresses the complex interrelationships
among environmental, economic and social factors in land use planning. Also, it
may be complemented by provincial plans or by locally-generated policies
regarding matters of municipal interest. Provincial plans and municipal
official plans provide a framework for comprehensive, integrated, place-based
and long-term planning that supports and integrates the principles of strong
communities, a clean and healthy environment and economic growth, for the long

between mixed-use designation density and the rate of taxation to the
municipality.

 

A
mixed- used designation density city is one that is created to circulate cash
flow within the community to generate income for it municipality in order to
further develop and maintain its self. In other words, it is a type of
development that blends residential, commercial, cultural and industrial that
are physically and functionally integrated. There are cases where zoning
regulations are introduced to separate different functions such as
manufacturing from residential areas. But with a growing population that is
continuing to increase there is now a higher demand for homes and amenities. In
Canada many are seeking homes as they move away from the busier towns. With the
influx of foreigners moving from one place to another where driving for hours
is part of the everyday life the imposed convenience of having a mixed-used
designation is a very attractive feature. Though many may consider the cons of
establishing such features, there are ways in which it can accommodate many
people and their needs. It is not only the people who benefit but the
developers and the Government stand to gain by leveraging on this.

In
Canada it won’t take long to reach such goals because there is a constant flow
of foreigners migrating. Also, Canada is viewed as mixed economy because not
only the government in Canada makes choices for the country, but citizens also
get to give their opinions. The Government helps the market in many ways, such
as healthcare, environmental are, education etc. If these features are
integrated in such areas, then it would be like a win-win situation where the
people, municipal and Government benefit. Therefore, there will be a constant
cash flow in area. According to Boss Magazine, Canada is at the forefront of
the movement with three dynamic structures currently in development. The
Manulife Center for example is in Toronto and already serves as a residential
tower with retail space incorporated. However, the goal behind its renovation is to “revitalize the building as one of
Toronto’s finest commercial properties” by redesigning the building to add
upgraded retail areas, a luxurious restaurant, updated lobbies, and optimal
circulation schemes.

As
previously stated, it is a win-win situation for both the people and
government. There is less risk associated with the mixed-use development. The benefits for mixed-use developments generally
pertain to homebuyers because many millennials are looking to settle down in
areas that are convenient and in walking distance of shops, restaurants and a
shorter commute. The convenience contributes to the cash flow within the
community because one no longer must travel long distances from the comfort of
their home, therefore most of the spending will be done in the community. Those
who take public transport usually will benefit from having shops and grocery
stores in their development grounds as they get to save some transport money.
Also, these developments are good for investments as they usually fetch a
higher price, especially in rent; such developments are sought after because of
the added benefits of a mall and the price can be easily justified.

There are several advantages from a residential redeveloper
perspective. Because mixed-use developments offer the best of both
worlds (residential and commercial real estate), investors can reduce the amount of risk their
real estate portfolio is exposed to. That said, diversifying can help
investors in minimizing the total impact of bad assets
on their investment portfolio, including the ability to counterbalance
the loss. Whether commercial downturns or residential, mixed-use developments
are a relatively safe bet. Along with providing less risk, mixed-use
developments offer higher income, cash flow, longer leases, and less
competition, which are ideal when seeking to diversify your portfolio.
